Introduction to "No First Use" or NFU Policy :

The "No First Use" or NFU is a policy were the nation's powered with nuclear weapons take pledge not to use the nuclear weapons against any country till the time they are not attacked first by an adversary using the nuclear weapons. As we all know how devastating outcome a nuclear weapon can do by taking the example of Japan during World War II. So, in order to circulate the gesture of peace in the world, the first country to come with "No First Use" policy is China in 1994 and has tend to maintained this policy till now.  

Countries with "No First Use" Policy :

The countries like China and India are two of the nation's that have "No First Use" policy and have pledged not to use any nuclear weapons at first under any circumstances.
China became the first country to propose and pledge the "No First Use" policy . China said "not to be the first to use nuclear weapons at any time or under any circumstances"
India came with the "No First Use" policy of nuclear weapons in back after the second nuclear test in Pokhran II in 1998. India will make the use of nuclear weapons only for "retaliation". India said "will not be the first to initiate a nuclear first strike, but will respond with punitive retaliation should deterrence fail"
There are some other nations with nuclear power like Israel who is known to possess nuclear weapons but officially doesn't confirm or deny and North Korea which have clearly stated that they are not going to use any nuclear weapons against any nation's at first till the time they are not first attacked by other nations with nuclear weapons.
Israel on "No First Use" said that "It would not be the first country in the middle east to formally introduce nuclear weapons into the region."
North Korea on "No First Use" said that "It would not use nuclear weapons first unless aggressive hostile forces use nuclear weapons to invade on our sovereignty"

Countries who rejected "No First Use" policy:

The countries like Russia, United States, Pakistan, France and United Kingdom have rejected to pledge for "No First Use" policy and said they will use nuclear warheads against any country either nuclear or non-nuclear states only in case of invasion or there is an attack against there territory or against one of their allies.
  • Russia describes the entire military doctrine for the use of nuclear weapons as defensive.
  • United Kingdom states that the country was prepared to use nuclear weapons against "rogue states" like Iraq and will use nuclear weapons in a "pre-emptive initial strike" in "the most extreme circumstances".
  • United States of America has refused to adopt any "No First Use" policy against the use of nuclear weapons and said that " it reserves the right to use" nuclear weapons in case of conflict. They also said that "the fundamental role of US nuclear weapons, which will continue as long as nuclear weapons exist, is to deter nuclear attack on the United States of America, our allies and partners."
  • Pakistan refuses to adopt and take pledge on "No First Us" and warned that it will use any weapon in the arsenal to defend itself if ever invaded or attacked.

  • China holds in accordance to recent estimates of about 260  nuclear warheads.
